Spain ruled out of Rugby World Cup 2023 after an unproven passport fraud

Spain has been ruled out of the Rugby World Cup 2023 and will be replaced by Romania after Los Leones was found to have fielded an unsuitable player in qualifying, allegedly using fake passports. An independent disciplinary committee appointed by World Rugby has ruled that South African-born player Gavin van den Berg, who represented Spain in two games against the Netherlands in 2021 and 2022, was not eligible for a residence permit. The panel ruled that Spain should be deducted five points per game and fined £25,000, paving the way for Romania to advance to the World Cup and for Portugal to qualify for a rematch in November.

This is the second consecutive World Cup cycle plagued by problems with unqualified players, with Spain also embroiled in controversy over the 2019 tournament. Then Romania, Spain, and Belgium were all convicted, leading Russia to the World Cup. Spain was given a conditional fine of £50,000 at the time and is now liable. Romania will join South Africa, Ireland, Scotland, and Tonga in Group B in 2023, while Portugal advances to the final four-team qualifying round.

Romania stated that it has the right to appeal against the result, called the verdict "very harsh" and justice has been served" after becoming aware of the decision, while the Spanish federation before admitting that it was "because of the alleged forgery of the above players “passports". Part of the problem is believed to be related to how Vandenberg divides his time between Spain and South Africa, a problem exacerbated by travel restrictions due to the pandemic.

"As a result of the alleged falsification of the passports of the above players, which led to such severe sanctions, the Spanish Rugby Confederation continues to follow the special disciplinary procedure that was initiated at the time," a statement from the Spanish Football Association said.

Meanwhile, Eddie Jones is getting a double boost ahead of England's summer tour of Australia, with Courtney Laws and Tom Curry both Six Nations captains returning from injury this weekend. Rolls was described by Northampton as a "Frankenstein monster" earlier this week after a horribly dislocated thumb, but there are fears he won't be playing again this season.

He said Friday night to go straight to base for the Saints against the Harlequins. Curry suffered a hamstring injury during England's loss to Ireland in March but will come off the bench in Searle's game against Newcastle.
