But World Rugby said Monday it would assemble an independent judicial committee to assess Spain's possible violation of Article 8 in World Cup qualifiers on the suitability of players for international competitions.

"The World Rugby Association has become aware of possible irregularities by a member of the Spanish national senior team. Following the completion of an initial investigation, the International Federation deems a formal independent assessment necessary. Rugby Union has fully cooperated with the initial investigation."

The comment is said to refer to South African-born front-row player Gavin Van der berg. He prepared his entrance on December 18, when Spain defeated the Netherlands 52-7 at the Rugby European Championship in Amsterdam, which also served as a World Cup qualifier.
