Legislative changes may allow Israel Folau to play for Tonga in Rugby World Cup 2023

Current rules state that once a player participates in a test on behalf of a country, he cannot play for another country, even if he was born there. However, there is a loophole where players can transfer to another test country, but only if they represent the new country of their choice in the Olympic seven-a-side qualifiers.
One player to do so was

included in the Tonga test team for November's European test.
